Police certificates

Every applicant for permanent residence in Canada must prove that they do not have criminal record in any of the countries where they lived. You must obtain police certificate from each country where you lived 6 or more months.

If you cannot obtain the certificate, you should obtain a written refusal and submit it with your application.

United States State certificates

If you have stayed in any state in the US for more than 6 months, you need police clearance* (if over the age of 18) from the state(s) and the FBI. (Police clearance as well as FBI clearance are valid for 6 months)

FBI certificates

You do not need a "special" FBI fingerprint card. Any valid fingerprint card will do. Any company that deals in fingerprint services will have them and you should be able to find them at most police stations or State Police Barracks. As far as a time frame for getting the report. Usually 4 to 6 weeks, but even 8 weeks is not unheard of.
