Temporary permits

Work Permit

Requires offer of employment approved by Human Resources and Skills Development Canada. Employer must prove that there are no qualified workers in the occupation in Canada and that they tried to recruit locally. Offer must be in line with worker's experience. Mostly for skilled workers and professionals, but pilot project for unskilled labour is in place and is tested by HRSDC. Foreign worker must convince CIC that he will return home. Family members may accompany the foreign worker.

Student Permit

Requires admission by educational institution in Canada, proof of sufficient financial support, adequate arrangements for stay in Canada and proof of the student being willing to return to their home country after completing the studies. High refusal rate due to suspicious motivation of the foreign students.

Visitor Visa

Citizens of countries that need visitor visa to enter Canada, must apply for it before entry. The applications are scrutinized and decided in a highly discretionary manner. Applicant must show that he will return to Canada before or on the expiry date of the visa. High refusal rate from certain countries where abuse has been documented.

Live-in caregiver program

Special program to help Canadian families to find help where no qualified workers can be found in Canada. Certain criteria apply to both the family and the foreign caregiver. Opportunity to apply for permanent residence after completing 2 years of work with the family. Family members may be included in the application for permanent residence but not for the application for work permit.
